How do I tell if something is properly closed captioned?

Acceptable Captioning Guidelines:

• Proper word order
• Correct spelling
• Capitalization, punctuation, grammar
• Synchronized with the corresponding spoken words or sounds
• Placed without obstructing view of pertinent information
• Shows from beginning of the video to the end
